Is this a cognition issue or an access issue?

Before deciding a learner does not understand, ask whether the experience was perceivable, accessible, and meaningful. Also ask whether the learner had a reliable way to demonstrate understanding.

Many students with visual impairments and complex communication needs are underestimated because teams measure performance through inaccessible methods. Start by defining how the student can show understanding through action, choice, tactile selection, AAC, routine participation, or functional task completion.
